Non-Resident Fellow, Partnership for Social Initiative Political Consultant, Illia Chavchavadze Center for the Study of Constitutionalism Tobias Dougherty received his B.A., magna cum laude, with highest honors in Political Science, in May 2000 from Middlebury College, a private liberal arts college in Middlebury, Vermont, USA. He is currently the Director of Research and Strategy for U.S. Senator James Jeffords 2000 re-election campaign. At PSI, Mr. Dougherty's research focuses on Georgian Constitutionalism. He is currently working on outlining a set of guidelines for the revision of the Georgian Constitution. The guidelines are formulated on principles of liberalism, simultaneously takes into account the traditional mores of the Georgian people, the present-day needs of the body politic and the current desires of the population. At Middlebury College, Mr. Dougherty was the Co-Founder and Co-President of the Alexis de Tocqueville Society, an organization dedicated to increasing the political awareness of the campus. Under his leadership, the Society organized a series of lecture on Law and Ethics and brought Professors Harvey Mansfield (Harvard University, Department of Government), Delba Winthrop (Harvard University, Program in Constitutional Government), and Dan Kahan (Yale Law School) to lecture on campus. Mr. Dougherty was a leader in the Student Government Association and served on the College's Community Council and Student Finance Committee. His international experience includes work with the International Finance Corporation, a member of the World Bank Group, in Moscow and with the Embassy of the Republic of Croatia in Washington, DC.
